Where was FEMA? What happened?

In the last few days, surrounding states have opened their borders to care for the survivors of Hurricane Katrina? Where was FEMA? Congress? Bush? How did this happen?? The news coverage I've seen and stories I've read are an absolute travesty to the Americans who have suffered atrocities in the Superdome in New Orleans. Survivors were living there without food and water, no electricity, gang shootings, rape, dying people, and dead bodies. How could something like that happen to a city of Americans? It's been over a week and the conditions there are still beyond comprehension. Thankfully, the survivors have been bused to surrounding states.

What about all those that are still THERE and dying at the airport now a makeshift hospital due to lack of medical care?

What about all those that are lying dead in their homes or on the streets or floating in the water where no one can identify them?

What about all of the survivors who are spread out and have no idea where their loved ones are and if they even survived.

This is America NOT a third world country who can't afford to help or who doesn't know how to help. I just don't understand why. And I can't imagine surviving the horrors that each of the survivors have gone through and are still going through.
